Greek Election 2012 - photos related to current affairs

I hops so, but unless the Greek politicians cooperate and set aside their differences, plus the parliament "cleans its house", it may become like the old Greece shortly after the Second World War.

If I were a Troika official, this will be one of my negotiation demands: that the newly-elected Greek MPs from tomorrow's election receive only the minimum wage with no extra benefits what so ever.

The Troika should have scrutined the operating cost of the Greek parliament compared to those of the other European countries.

The Troika was partially responsible for fueling the development of the SYRIZA and other extremist groups because the cut on MPs salaries & benefits is minimal compared to the austerity inflicted upon the most vulnerable people in the society.

Anarchists in Greece do not just disobey government authority, they are hooligans that destroy their country's economy (as in riots & lootings of commercial streets after demonstrations), as well as tourism industry (who wants to see historical buildings covered with graffiti?)

My boy's playmate's father, a US-educated aerospace engineer, has been working in Germany for years, a family involuntarily separated by the reality of lack of work opportunity (and of people connection) here in Greece.  When his landlord decided to take his rental apartment for own use recently after many years of living in the same apartment, it took him a long time to locate a new apartment because Greeks are no longer welcome in Germany although he works there and contributes to the German GDP.

You may wonder why the rest of his family did not join him, well his wife is the only child of her family and her aging parents cannot adjust to different climate and ways of living, let along learning a new language.

When the Olympic Airline privatized a few years ago, his resume for applying for a lower-paying job in Greece (so he can be with his family) had gone unanswered probably due to his lack of connection in Greece.

Whereas a freind of my husband - a computer professor who had earned enough money abroad and had decided to return (about 5+ years ago) to contribute his expertise to teaching his beloved country's students may have started to question his wrong decision.

Other Greeks overseas may feel "no pride being a Greek", or have to conceal his identity for safety reasons.

Meanwhile, the "Greek potato revolution" which was in its peak in late Feburary and early March, had disappearred?  The potato price in supermarkets remain just about as expensive as before, only slightly better than before - now at about 55 to 90 cents per kilo depending on the variety

Some Greek business is still doing well overseas - a window of the Folli Folli, a Greek designer jewellery chain, is showing that their stores are being opened one after another in many countries including Taiwan

The people of Greece are pushed to this stage where they have to pick between an experienced party that had participated in this country's most famous national sport - corruption, which was initiated by the PASOK, or an inexperienced SYRIZA who knows nothing about governing, but very experienced in rioting.

Alternatively, the politicians in Greece can set aside their differences and rebuild their bankrupt country through cooperations.

Structural reform should start from riot control in downtown Athens


Why after the lesson learned from the riot of December 2008, Greek police still fight street rioters with tear gas and not trying some alternative ways of control measures such as using water cannons?  Is it because the government has spent money for politicians’ armored cars to protect themselves from occasional personal attacks and therefore there was no budget allocated for purchasing crowd control vehicles such as water cannons to disperse anarchists / looters and protect downtown business?

Last night's destruction in downtown Athens is predictable and simply pours salt on the already wounded economy.  A neo-classical building home to the Attikon cinema dating from 1870 was also among the 45+ buildings burned.  I think water cannons should have come to disperse the potential looters after an initial warning from the police, sending fire trucks to put off the fires after buildings are set ablaze is a step too late.

New austerity measures are too harsh with its effectiveness to be evaluated in a few months, so far it causes recession and hardship on honest people who have paid enough shares of the tax burden, crime rate soared, plus many homeless people sought refuge under recent severe weather conditions.  On the contrast, did the IMF, part of the Troika, pay tax on its vehicles used in Athens?

Recently Balkan states are freezing, northern Greece has more snow than usual, and Pyrgos Ilias in the west Peloponnesos Greece was flooded, one Taiwanese Greek's home was affected by the flood in that region.  We pray that the bad weather will soon end.

Taiwan's legal status has its place inscribed on the Universal Declaration of Human Rights - Article 15

Update: An edited version is also available at the Taiwan Matters group blog.
Today’s letters to the editor’s section of the Taipei Times has this translated piece Taiwan’s history has no place in US courts, after reading it through I couldn’t quite agree with the way the author wanted his message heard.  Fortunately, I found the original Chinese language piece to read also, and I also read another related Chinese piece.  I don’t know if it was due to the lack of space on the newspaper or any other reasons, I just don’t know if it was such a good idea to cut-off some of the author’s words in a translated piece.


The following is the comparison of the original to the translation from a paragraph of the piece:


不過,中華民國政府流亡台灣雖然曾經得到美國的承認與協助,但是「台灣與澎湖的地位問題迄未確定(其實就是不屬中國的意思)」,為何每在關鍵時刻如一九五四年、一九七一年乃至最近的二○○四、二○○七年,美國官方都一再表述?必須從上述的背景才能理解。何況自從一九七九年台灣關係法生效以後,連中華民國「政府」也不被承認了。在國內,一九九九年民進黨「台灣前途決議文」對中華民國的暫時承認,實與九○年代李登輝的民主化台灣化密切相關,如今馬英九的路線顯然與李登輝時代背道而馳,如此下去確實有重新釐清、重新「決議」的必要。


The Taipei Times's translation:
While the US recognized and supported the ROC government in exile on Taiwan, at major times such as 1954, 1971, 2004 and 2007, US officials reiterated that the status of Taiwan and the Pescadores (Penghu) was yet to be determined. (my note: in fact "undetermined" status means they (Taiwan and Penghu) do not belong to China, it was a crucial phrase here in the original piece but was either not translated out or being omitted by the editor)
Why would they have made these comments if Taiwan really was an unincorporated territory under USMG? (my note: This whole sentence was not in the original text, but was added to explain the meaning of “undetermined”, and I think by omitting the above phrase and by adding this sentence to explain the meaning of “undetermined” is not very fair to the author)
Also, why has the US not dared to refer to our government as the ROC “government” and simply addressing it as the ROC ever since the Taiwan Relations Act (TRA) took effect in 1979? (my note: another missing phrase here is the "has not been recognized since 1979")
We have to understand the issue of Taiwan’s status in light of the abovementioned background. The Resolution on Taiwan’s Future ratified by the Democratic Progressive Party (DPP) in 1999 posed new directions for Taiwan’s future and this was closely linked with democratization and localization actions taken by former president Lee Teng-hui (李登輝) in the 1990s. However, President Ma Ying-jeou’s (馬英九) current line is in complete contradiction with Lee-era policies and there really is now a definite need for things to be clearly reviewed and new “resolutions” to be made.


I have some thoughts to share derived from reading this piece.


All we can see is that the US court does not want to give a ruling involving US foreign policy as it has no jurisdiction over a matter that is to be determined by the US executive branch, but the US (and all the other countries in the world except the KMT-ROC) had never recognized the transfer of sovereignty of Formosa from Japan to ROC.  They have an intention to settle the status of Formosa pending on the outcome of the Chinese Civil War.  But in the meantime, as Taiwanese opposed the KMT’s dictatorial rule and the Taiwanese nationalism evolved, local residents’ rights as guaranteed by the UDHR will have to be respected.


Unfortunately, this simple rejection of US Supreme Court to review the previous court ruling of lack of jurisdiction is being taken by the KMT-ROC as US recognizing ROC’s sovereignty over Formosa, and therefore in active pursuit of charging Lin and Chen with treason.  That is just too much!


The US must react to this latest judicial nonsense, otherwise, many people in Taiwan doing research towards Taiwan’s legal status will be easily charged with treason by the biased KMT-ROC kangaroo court as long as one does not recognize the ROC’s sovereignty over Taiwan.  The KMT-ROC is scared only of the US, I wonder why (a hidden boss?).  It is OK for the US officials to say that ROC is not a country or ROC has no sovereignty over Taiwan, but it is not OK for the Japanese representative to say so, the KMT legislators want the Ma administration to evict the current Japanese representative, and worse, the Taiwanese residents are definitely not allowed to say so, they will be charged with treason when ironically the people who deserve this in public opinion would have to be only people like Ma Ying-jeou and Lien Chan etc.


After the war, the Allied did send the KMT-ROC to administer Formosa, but as early as 1947, there were signs of discontent (actually the discontent was building-up long before Feb. 28, 1947) by Formosan residents on the KMT administrator’s corruption and its discrimination against local residents, but the problem was not addressed immediately.  The US supported the Chiang Kai-shek and ignored the discontent simply because he was an ally who fought communism.


It’s too late to reverse the history, and too late to comfort those families who lost their loved ones from executions by dictator Chiang during Taiwan’s White Terror, but it is never too late to speak-up for one’s conscience now and to support the rights of Taiwanese as guaranteed by the UDHR.  Taiwanese has rights to a nationality of their choice, and since there is no longer a Chinese Civil War, those mainlanders who prefer to go back to embrace their original motherland are free to go, and the other mainlanders who wish to become Taiwanese citizens are free to stay, but forcing all Taiwanese to become Chinese citizens ( either no-longer recognized ROC citizens, or CCP-PRC citizens) is totally unacceptable.


Contrary to its founding principle, the US government has ignored human rights of others while putting priority on its US national and international interests.  As democracy and human rights developed in Taiwan and are in conflict with the US foreign interests, the human rights of Taiwanese have been ignored again and again.  There is a consistent trail of betrayal of principle.


Not to repeat myself on the Taiwanese rights to a nationality of their choice, it is inevitable that a referendum must be held by Taiwan’s residence to resolve the future status of Taiwan.  It is not like what the US says that as long as it is resolved peacefully between the people on two sides of the Strait, adding one condition that the US’s China policy does not support Taiwan independence to give a tilted favor obviously towards the evil human rights abuser, CCP-PRC.


I simply hope that countries especially those European ones listed here (15 out of 20 tops are in Europe) can soon vision that if the CCP-PRC government can threaten Taiwan with missiles now, and can even extend its influence onto Australian and German soil now, the CCP-PRC can be further encouraged to bully around the world soon.


So, Europeans, speak-up and support Taiwanese rights to a nationality of their choice through a referendum, no one should be removed off his rights guaranteed by the UDHR.  No country should have its status stay undetermined for as long as more than half a century because it suits some other country’s strategic plan.

Norway’s T & T

The first T is talent, yes!

He is such a rybak!  Don’t stop here, read on to see what I mean.

A late but very sincere congratulations to Norway, a country that is not a member of the EU (so you know a bit of the geopolitics), who is also this year’s undisputable winner of the Eurovision.  Everybody likes the Fairytale (listen to the winning performance), and this young fellow, Alexander Rybak (see his brief biography) has got talent!

The second T is traitor, oh no!

Born 99 years earlier than Rybak is a Norwegian called Quisling, and he is a traitor whose name became a word in the dictionary equivalent to a traitor.  You can enter yourself the word “quisling” on the Cambridge dictionary and the Urban dictionary to see the definitions.

A word Norwegians are not very proud of having given to the world: it derives from Vidkun Quisling (1887-1945), a Norwegian politician who collaborated with the Nazis during World War II. He established his name as a synonym for "traitor", someone who collaborates with the invaders of his country, especially by serving in a puppet government.   It is, arguably, the worst and most grave insult a Norwegian can throw at another.  That guy, he is such a quisling! 

So, maybe soon, “he is such a rybak!” will mean “he is such a guy with music talent!” 

And maybe soon too, “Ma-yon-gi-ou (馬傭求) will be the synonym for “Taiwanese traitor” or “Chinese kiss ass” in the dictionary.

By the way, you must know Taiwanese pronunciation of the Chinese phrases “附傭” and “懇求” to understand the joke above.  It's a joke, but it's a SERIOUS warning!

Should you sign a petition to demand an immediate release of the former president of Taiwan?

Many thanks to these scholars whose letter just backed up my points below.

Your care and friendship are highly appreciated.

And if you are a Taiwanese and haven’t voiced your concern yet, shouldn’t you take action now?

You have to judge it for yourself based on the following facts.

Fact 1:

In Taiwan, the original judge on Chen Shui-bian's case had twice ruled that the prosecutors could not hold Chen Shui-bian in jail before the trial began. What happened? The
prosecutors requested and got a new judge who would grant their request - a request that would later be ruled unconstitutional. After it was ruled that the holding of Chen Shui-bian in jail was unconstitutional, the newly appointed judge still allowed this jailing to proceed because the "unconstitutional ruling" would not go into effect months later.

Fact 2:

In Taiwan, the prosecutors openly mocked the former President as guilty in an unprofessional skit at a party which was attended by members of the judiciary. Instead of reprimanding these prosecutors, the
Minister of Justice laughed it off and then excused it as "just in fun."

Fact 3:

In Taiwan, the prosecutors of Chen Shui-bian swore that they would resign if they did not find him guilty.
Instead of swearing to find the truth of the situation, they had their minds made up before the trial.

Fact 4:

In Taiwan, the prosecutors had also been able to listen to and
record all conversations between Chen and his lawyers; they basically wanted the right to eavesdrop on attorney/client privilege and know any and all strategies of the defendant before the trial.

Therefore, we see in Taiwan, in the case of former president Chen Shui-Bian:

a judge not denouncing but more collaborating with the prosecutors

the defense being denied full and un-monitored access to their client

a Minister of Justice not repudiating staff for violations but condoning them

What did the president Ma Ying Jeou’s former mantor at Harvard Law School have to
hint on the erosion of justice in Taiwan?

Read Professor Jerome A. Cohen’s recent article “
Lesson in Integrity for All”, below are the excerpts from the beginning of the article.

“The media on the mainland and in Taiwan took little note of last week’s sensational federal court decision in Washington that voided the criminal corruption conviction of former US senator Ted Stevens, the longest-serving Republican senator in American history.”

“Yet the case has
profound implications for efforts on both sides of the Taiwan Strait to stamp out corruption while fostering a rule of law based on the adversarial system of criminal justice.”

“The adversarial system is based on
equal combat between prosecutors and defense counsel before a neutral court. Their combat is governed by rules designed to promote fairness and accuracy.”

Please judge for yourself if you should sign
a petition based on your belief of the Article 7 to 12 of the Universal Declaration of Human Rights and your observation of the legitimacy of the legal process.

Special acknowledgement to people who helped me

The April 1, 2009 post was one of the two most challenging posts I had worked on.  The other difficult post was the one on March 7, 2009, which took a lot of research time to find appropriate links.

I would like to thank the anonymous who translated the English article into Greek and forwarded to me because he liked this well-documented article and also felt a sense of responsibility to tell his Greek compatriots the truth that Taiwan is not a part of China as the map suggested.

I would like to thank also the author, Tim the “bullshit detector”, who spent much time to help me preserving the photo images, which failed to show-up in my original post.

I would also like to thank a friend’s husband who briefly read the Greek text before I posted the first time, and my husband who quickly translated the little explanatory text following each image but never had time to read this blog, he promises to read this blog in 2010 when he finishes his other master degree.

It is important for the map to show the world as is now, but shortly before the 2008 Olympic, the National Geographic (NG) Magazine published the map of China the way the bullying Chinese government would like to see it, but wrongly presented the current status of Taiwan.

With the NG’s map reaching 40 million people every month worldwide according to Miller himself (here on the 3rd paragraph).  It is important to be accurate and fair.

Also, the editor’s note in the second paragraph was quite interesting where it said “An attractive Chinese woman approaches a number of men, then comes to me, asking if I need a massage. I don’t need a massage; I need a map”.  Because it reminded me of a Japanese diplomat’s “honey trap” suicide story, and more,

This edition of NG magazine was also found to be glued on page 44 and 45 in Chinese market, and that’s the page with the disclaimer on about Taiwan.

Since it is the International Workers’ Day, I wish to raise the awareness of people on how the deprived laborers in the developing countries may affect the lives of all of us by referring you to some old news that you may not have read before.

Sometimes, if the privileged world had been more caring, generous, and responsive, or if the government had been more transparent, or if the UN had been more effective in carrying out its missions, some of the problems we encountered today could have been avoided.

And it is time the developed world thinks about some good solutions to the world’s nuclear and other waste disposal problems.  Sooner or later no matter how selfish a government (at any level, a nation or a local government) is, the world will run out of space to contain any kind of waste even if a government has money to lure the poor communities.

It's April Fools Day, Look! Who has tried to fool you?

Yes, this National Geographic’s map has tried to fool you! And an expat Greek liked this article so much that he translated it into Greek and forwarded to me to post. So, the NG (No Good) Magazine made a fool of itself.

Είναι ενδιαφέρον ότι πριν από ένα χρόνο, ο συγγραφέας Νταν Μπλούμ (Dan Bloom) παραπονέθηκε στο National Geographic για τους χάρτες που παρουσίαζαν την Ταϊβάν να ανήκει εδαφικά στην Κίνα. Μόλις αυτή την εβδομάδα, κάποιος μου έστειλε την απάντηση του Μίλλερ σε μια παρόμοια διαμαρτυρία. Η απάντηση ήταν πανομοιότυπη, λέξη-προς-λέξη, με αυτή που ο Μίλλερ έστειλε στον Μπλούμ.

Σχεδόν ένα χρόνο μετά, το γράμμα του Μίλλερ παραμένει παραπλανητικό και ήρθε η ώρα να απαντήσουμε στους λανθασμένους ισχυρισμούς του.

Ο κόσμος όπως είναι;

Εδώ ακολουθεί ολόκληρο το γράμμα του Μίλλερ (με κόκκινο είναι το γράμμα) και τα σχόλιά μου να ακολουθούν με μαύρο. Με πράσινο είναι πρόσθετο υλικό χρήσιμο στην επιχείρηση ανατροπής των επιχειρημάτων του Μίλλερ.

Σε ευχαριστώ για το γράμμα σου: το έλαβα επειδή ήμουν συντάκτης γεωγραφικών χαρτών στο ένθετο για την Κίνα. Η πολιτική μας για την Ταϊβάν έχει ληφθεί μετά από πολύωρες συζητήσεις λαμβάνοντας υπόψη δηλώσεις από την Δημοκρατία της Κίνας (Ταϊβάν) και την Λαϊκή Δημοκρατία της Κίνας. Ακολουθεί μια περίληψη της πολιτικής μας.

Το National Geographic από καιρό διατηρεί μια ντεφάκτο (ουσιαστική) πολιτική στο θέμα γεωγραφικών χαρτών: αυτή είναι να απεικoνίζει, στην καλύτερη κρίση μας, τον κόσμο όπως είναι και όχι όπως ο καθένας ή ο οποιοσδήποτε οργανισμός ισχυρίζεται ότι είναι. Το National Geographic προσπαθεί να είναι πολιτικά ουδέτερο, να συμβουλεύεται πολλές αυθεντικές πηγές και να φτάνει σε ανεξάρτητες αποφάσεις βασιζόμενο σε εκτεταμένη έρευνα.

Πρώτα απ’όλα η πολιτική για την Ταϊβάν δεν πρέπει να στηρίζεται σε ισχυρισμούς της Λαϊκής Δημοκρατίας της Κίνας. Πρέπει να στηρίζεται σε γεγονότα, όπως η ντεφάκτο ανεξαρτησία της Ταϊβάν για παράδειγμα.

Και πώς κάποιος μπορεί να είναι πολιτικά ουδέτερος όταν συντάσσει γεωγραφικούς χάρτες; Πώς χαράσσονται τα διεθνή σύνορα αν όχι με κριτήρια πολιτικά;

Προσέξτε επίσης ότι ο Μίλλερ δεν κατονομάζει καμία από τις “έγκυρες” πηγές του (τι σκοπό έχει η εκτεταμένη έρευνα;) Έχω τις δικές μου έγκυρες πηγές και θα τις αναφέρω παρακάτω.

Καταρχάς, μια κοινή μέθοδος για τον καθορισμό κρατικής υπόστασης, είναι η σύμβαση του Μοντεβιδέο για τα δικαιώματα και τις υποχρεώσεις των κρατών (the Montevideo Convention on the Rights and Duties of States). Το άρθρο 1, σημειώνει:

Το κράτος σαν πρόσωπο διεθνούς δικαίου, πρέπει να πληροί τις παρακάτω προϋποθέσεις: (α) μόνιμο πληθυσμό, (β) επακριβώς ορισμένο έδαφος, (γ) κυβέρνηση, (δ) δικαίωμα να έρχεται σε σχέση με άλλα κράτη.

Η Ταϊβάν πληροί όλες τις παραπάνω προϋποθέσεις και με το παραπάνω.

Επιστρέφοντας στον Μίλλερ, ο τελευταίος απλώς έκανε αντιγραφή (copy-and-paste) την πολιτική του περιοδικού “να απεικονίζει, στην καλύτερη κρίση μας, τον κόσμο όπως είναι και όχι όπως ο καθένας ή ο οποιοσδήποτε οργανισμός ισχυρίζεται ότι είναι”. Παρόλα αυτά, η δική του εξήγηση αντιφάσκει.

Το άρθρο για την εθνική κυριαρχία της Ταϊβάν, (Δημοκρατία της Κίνας) σαν ξέχωρη από την ηπειρωτική χώρα της Κίνας (Λαϊκή Δημοκρατία της Κίνας) είναι πολύπλοκη. Η Λαϊκή Δημοκρατία της Κίνας επικαλείται κυριαρχικά δικαιώματα επί της Ταϊβάν την οποία θεωρεί σαν επαρχία της Κίνας. Τα Ηνωμένα Έθνη και οι περισσότερες χώρες, συμπεριλαμβανομένων και των Ηνωμένων Πολιτειών της Αμερικής, αναγνωρίζουν ότι η Ταϊβάν αποτελεί μέρος της Κίνας και αναγνωρίζουν την Λαϊκή Δημοκρατία της Κίνας σαν τη μοναδική νόμιμη κυβέρνηση της Κίνας.

Αυτό που οι Ηνωμένες Πολιτείες της Αμερικής “αναγνωρίζουν”, είναι ότι το Κομουνιστικό κόμμα της Κίνας και το κόμμα Κουομιντάν (Εθνικιστικό κόμμα της Κίνας - ΚΜΤ) το καθένα έχει τη δική του αντικρουόμενη άποψη για την πολιτική της μίας Κίνας η οποία λέει ότι η Ταϊβάν αποτελεί μέρος της Κίνας, αλλά οι Ηνωμένες Πολιτείες της Αμερικής δεν το αναγνωρίζουν σαν τετελεσμένο γεγονός. Στην πραγματικότητα, οι Ηνωμένες Πολιτείες της Αμερικής αναφέρουν πως το καθεστώς της Ταϊβάν δεν έχει ακόμα επισήμως αποφασιστεί (βλέπε περίληψη και σελίδες 7,8 και 29 στο "China/Taiwan: Evolution of the 'One China' Policy" [417 KB PDF file]).

Επίσης η Κίνα είναι μόνιμο μέλλος του Συμβουλίου Ασφαλείας των Ηνωμένων Εθνών και έχει δικαίωμα βέτο. Δεν αποτελεί λοιπόν έκπληξη που το σώμα αυτό μεταχειρίζεται έτσι την Ταϊβάν.

Όμως τα όσα ισχυρίστηκε ο Γραμματέας των Ηνωμένων Εθνών Μπαν Κι-Μουν απορρίπτοντας το 2007 την αίτηση της Ταϊβάν να αποτελέσει μέλος των Ηνωμένων Εθνών με το όνομα Ταϊβάν επικαλούμενος το ψήφισμα 2758 των Ηνωμένων Εθνών, είναι λανθασμένα. Ο κος Μπαν είπε ότι το ψήφισμα 2758 αναγνωρίζει ότι η “Ταϊβάν αποτελεί μέρος της Κίνας”, όμως στην πραγματικότητα το ψήφισμα 2758 δεν αναφέρει σε κανένα σημείο την Ταϊβάν[1].

Επομένως οι λόγοι που κάνουν το θέμα – όπως το θέτει ο Μίλλερ - τόσο “πολύπλοκο”, είναι η μη εκτεταμένη έρευνα και οι ανακριβείς πληροφορίες όπως αυτές που βρίσκονται στο γράμμα του National Geographic.

Επανερχόμαστε στο γράμμα του Μίλλερ:

Η πολιτική του συλλόγου του National Geographic στο θέμα γεωγραφικών χαρτών και αναγνώρισης ανεξαρτησίας κρατών βασίζεται σε τρία κριτήρια:

Το κράτος ισχυρίζεται πως είναι ανεξάρτητο,

Ελέγχει την εδαφική περιοχή που ισχυρίζεται πως είναι δική του,

‘Έχει διεθνή αναγνώριση.

Σε σχέση με τα παραπάνω κριτήρια, η Ταϊβάν, 1) δεν ισχυρίζεται πως είναι ανεξάρτητη, 2) δεν ελέγχει την εδαφική περιοχή που ισχυρίζεται πως είναι δική της, 3) πολύ λίγες χώρες έχουν συνάψει επίσημες διπλωματικές σχέσεις με την Ταϊβάν. Επί της ουσίας, η Ταϊβάν πληροί μόνο ένα από τα παραπάνω κριτήρια σε σχέση με άλλα ανεξάρτητα κράτη.

Καταρχάς, το National Geographic ξεκινά με το θέμα των κριτηρίων “μετακινώντας τα γκολ-πόστ” προς όφελος της Κίνας. Αλλά θα δείξω πως το επιχείρημα αυτό είναι ανεπαρκές.

Οι λόγοι που η Ταϊβάν δεν μπορεί να επικαλεσθεί και επισήμως ανεξαρτησία είναι οι πύραυλοι της Κίνας και η κοινοβουλευτική πλειοψηφία του Κουομιντάν. Αν αυτοί οι δύο λόγοι εξέλειπαν, ένα δημοψήφισμα για την ουσιαστική ανεξαρτησία της Ταϊβάν θα ελάμβανε την καθολική αποδοχή του πληθυσμού. Αλλά η ουσιαστική ανεξαρτησία της Ταϊβάν είναι το status quo.

Πάνω στο δεύτερο κριτήριο, μπορούμε να πούμε ότι ενώ το κόμμα Κουομιντάν ισχυρίζεται πως ελέγχει ότι σήμερα ονομάζουμε Κίνα (ακόμα και τη Μογγολία, βλέπε http://en.wikipedia.org/wiki/File:ROC_Administrative_and_Claims.png) δεν ασκούν κανένα εδαφικό έλεγχο σε καμιά από τις παραπάνω περιοχές. Είναι ενδιαφέρον πως το National Geographic φαίνεται να ισχυρίζεται πως το κόμμα Κουομιντάν διεκδικεί μόνο την Ταϊβάν.

Όμως όταν το τεύχος του περιοδικού δημοσιεύτηκε, ο Τσεν Σουί-Μπιέν (陳水扁) ήταν πρόεδρος της Ταϊβάν, και στα οκτώ προηγούμενα έτη ο Τσεν συνεχώς ανέφερε την Ταϊβάν σαν μια κυρίαρχη, ανεξάρτητη χώρα με πληθυσμό 23 εκατομμύρια και έκταση 36.000 τετραγωνικά χιλιόμετρα[2].

Όσον αφορά τη διεθνή αναγνώριση της χώρας, η πολιτική της μιας Κίνας του Κομουνιστικού κόμματος της Κίνας και του Κουομιντάν είναι οι κύριες αιτίες της σημερινής κατάστασης. Αν μια χώρα συνάψει σχέσεις με τη μία πλευρά, δεν επιτρέπεται (με βάση τις ηλίθιες αυτές πολιτικές) να συνάψει σχέσεις και με την άλλη. Οι περισσότερες χώρες επιλέγουν τη Λαϊκή Δημοκρατία της Κίνας για οικονομικά οφέλη. Αυτό το ονομάζω “οικονομική τρομοκρατία”.

Παρόλα ταύτα, η Ταϊβάν διατηρεί διπλωματικές σχέσεις με 23 χώρες καθώς και ανεπίσημες σχέσεις με πολλές άλλες συμπεριλαμβανομένου των Ηνωμένων Πολιτειών της Αμερικής. Προφανώς αυτό δεν εμπίπτει στα υποκειμενικά κριτήρια του National Geographic για το πόσες χώρες χρειάζονται για την αναγνώριση της ανεξαρτησίας της Ταϊβάν.

Ό συντάκτης της Taiwan Communiqué, Γκέριτ Βαν-ντερ Βέες (Gerrit van der Wees), γράφοντας το 2007, όταν η Ταϊβάν διατηρούσε διπλωματικές σχέσεις με 24 χώρες, ανέφερε την βασική ιστορία του θέματος, ρίχνοντας φως στο πώς να ερμηνεύσουμε τα παραπάνω κριτήρια:

Συνεχώς ακούμε την εσφαλμένη αντίληψη ότι η Ταϊβάν δεν είναι κράτος “επειδή δεν αναγνωρίζεται σαν τέτοιο από τη διεθνή κοινότητα”.

Αυτό είναι ανοησία. Από το 1949 έως το 1979, οι Ηνωμένες Πολιτείες της Αμερικής δεν αναγνώριζαν τη Λαϊκή Δημοκρατία της Κίνας. Δεν ήταν η Κίνα εκείνη την περίοδο κράτος; Σήμερα οι Ηνωμένες Πολιτείες της Αμερικής δεν αναγνωρίζουν την κυβέρνηση της Κούβας και επομένως η Κούβα δεν είναι έθνος-κράτος;

Η ιστορία των Ηνωμένων Πολιτειών της Αμερικής μας διδάσκει πόσο θολό το θέμα μπορεί να είναι.

Ερωτηθέντες για το αν οι Ηνωμένες Πολιτείες της Αμερικής είναι έθνος-κράτος, οι περισσότεροι θα απαντούσαν θετικά. Μολαταύτα, αν ρωτήσουμε πότε οι Ηνωμένες Πολιτείες της Αμερικής έγιναν έθνος, οι περισσότεροι θα απαντήσουν το 1776 με τη διακήρυξη της ανεξαρτησίας από τους ιδρυτές πατέρες της χώρας.

Στη διάρκεια των δύο πρώτων ετών από τη διακήρυξη της ανεξαρτησίας, ούτε μία χώρα δεν αναγνώρισε την αναδυόμενη δημοκρατία. Η πρώτη χώρα που αναγνώρισε τις Ηνωμένες Πολιτείες της Αμερικής, η Γαλλία, δεν το έπραξε πριν το Σεπτέμβρη του 1778.

Η δεύτερη χώρα, η Ισπανία, το έκανε ένα χρόνο αργότερα, και στα πρώτα 42 χρόνια της ύπαρξής τους, οι Ηνωμένες Πολιτείες της Αμερικής τύχαιναν αναγνώρισης από μόνο 7 χώρες.

Το 1820 ακολούθησε ένας αριθμός χωρών της Λατινικής Αμερικής και το 1830, Ευρωπαϊκές χώρες όπως το Βέλγιο, η Σαρδηνία και οι Δύο Σικελίες επίσης αναγνώρισαν τις Ηνωμένες Πολιτείες.

Είναι ενδιαφέρον πως οι Ηνωμένες Πολιτείες δεν είχαν συνάψει διπλωματικές σχέσεις με 24 χώρες – ο αριθμός που αντιστοιχεί στην Ταϊβάν σήμερα (2007) - έως το 1848, 72 ολόκληρα χρόνια από τη διακήρυξη της ανεξαρτησίας τους.

Βλέπετε πόσο αστείο ακούγεται τώρα το επιχείρημα του Μίλλερ; Διαβάστε το υπόλοιπο άρθρο του Βαν-ντερ Βέες (van der Wees) αν έχετε χρόνο.

“Μετακινώντας τα γκολ-πόστ” εκεί που ανήκουν, θα επιχειρηματολογήσω πως η Ταϊβάν είναι μια ανεξάρτητη και κυρίαρχη χώρα-έθνος επειδή πληροί τα κριτήρια που έθεσε η σύμβαση του Μοντεβιδέο και με το παραπάνω. Η Ταϊβάν έχει τη δική της κυβέρνηση[3], σημαία[4], νόμισμα[5], νόμους[6], διαβατήρια[7], στρατό, διαδικτυακή κατάληξη (.tw)[8], και κωδικό διεθνών τηλεφωνικών κλήσεων (886)[9], όλα διαφορετικά από τη Λαϊκή Δημοκρατία της Κίνας και οποιαδήποτε άλλη χώρα.

Ας συνεχίσουμε με το γράμμα του Μίλλερ:

Όπως φαίνεται από το όνομά της, η κυβέρνηση της Ταϊβάν (Δημοκρατία της Κίνας), θεωρεί πως ανήκει στην Κίνα. Το 1991 η Δημοκρατία της Κίνας αναγνώρισε σε συνταγματικό επίπεδο, “πως οι δύο πλευρές του Στενού της Ταϊβάν είναι κάτω από διαφορετική διοίκηση”. Αυτό σημαίνει πως η Ταϊβάν ανήκει στην παράδοση και ιστορία της Κίνας, αλλά όχι στην Λαϊκή Δημοκρατία της Κίνας. Υπάρχει μία Κίνα αλλά δύο ξεχωριστές οντότητες.

Θα ήταν ωραία αν το National Geographic τύπωνε τους χάρτες του με βάση το “πως οι δύο πλευρές του Στενού της Ταϊβάν είναι κάτω από διαφορετική διοίκηση” αντίς να αποφασίζει πώς ερμηνεύεται αυτή η πρόταση – και να ισχυρίζεται ανοησίες του τύπου “κάτω από διαφορετική διοίκηση” σημαίνει “πως η Ταϊβάν ανήκει στην παράδοση και ιστορία της Κίνας”, για να “διαφωτίσει” τους αναγνώστες.

Επιστρέφοντας στο γράμμα του Μίλλερ:

Εν συντομία, ενώ η Ταϊβάν διοικείται αυτόνομα, η κυβέρνησή της δεν έχει ποτέ θέσει επισήμως θέμα αυτονομίας και η Ταϊβάν δεν αναγνωρίζεται από τον ΟΗΕ και τις περισσότερες χώρες παγκοσμίως. Θα επισημάνω πως τα τελευταία εκλογικά αποτελέσματα δείχνουν πως η Δημοκρατία της Κίνας (Ταϊβάν) δείχνει λιγότερο διατεθειμένη να διεκδικήσει την ανεξαρτησία της στο άμεσο μέλλον.

Τι στο καλό έγινε αυτό που ο Μίλλερ έλεγε στην αρχή για την πολιτική του περιοδικού “να απεικoνίζει, στην καλύτερη κρίση μας, τον κόσμο όπως είναι και όχι όπως ο καθένας ή ο οποιοσδήποτε οργανισμός ισχυρίζεται ότι είναι”; Τι σημαίνουν οι λέξεις “η Ταϊβάν διοικείται αυτόνομα”;

Να επαναλάβω, ο Μίλλερ αγνοεί τους λόγους που “η κυβέρνησή της (Ταϊβάν) δεν έχει ποτέ θέσει επισήμως θέμα αυτονομίας” – οι πύραυλοι της Κίνας[10] στραμμένοι προς την Ταϊβάν και το κόμμα Κουομιντάν – καθώς αναφέρει στην ίδια παράγραφο το θέμα της ανεξαρτησίας της Ταϊβάν. Μπορεί κανείς να διακρίνει την ειρωνεία;

Οι τελευταίες δύο προτάσεις είναι κοινοτοπίες. Αυτό που ο Μίλλερ έκανε είναι να υποκρύψει και να συγχύσει περισσότερο. Αφού αυτός και το περιοδικό του δεν απεικονίζουν “τον κόσμο όπως είναι”, απορώ για ποίον λόγο;
